Magic and Cyber eyes...
Got into a discussion about this in regards to a mage having cyber eyes and still being able to see as an un-cybered mage...
In my mind if you remove your eyes that can see auras and the like if you replace them with cybernetics you potential lose that sight...
Unless its like a third eye sort of deal...

A mage can see through and cast spells through cyber eyes since they paid Essence for it.
For the astral perception question, here's a quote from the book:
Astral perception is a psychic sense that is not linked to the
character’s physical sight. A blind magician can still magically perceive
the astral plane and the creatures and auras within. Likewise,
deaf magicians can “hear” in astral space. p. 191 SR4 20th

Yup! Toast a guy over a mile away? With a decent set of binoculars it's no big deal haha.
Another thing to remember is that if you get vision magnification in cyber eyes you can do the same thing. However you need to make sure it's optical magnification and not electronic magnification. There was a big distinction in SR3, but I don't recall in SR4.
For clarification, the difference between the two is that optical magnification has to do with normal optics (i.e. lenses and the distance between them, mirrors, etc). In essence your vision is not changed in any way, you're seeing the actual subject through a device that manipulates the normal physical characteristics of light. Electronic magnification means that the image is processed then enhanced through a computer. Since you're seeing a digital copy of the actual subject, you can't cast a spell on that target.
