Well, dice is up to you. You can leave it up to the players (what I usually do, because it's slightly lower maintenance), roll everything yourself, or use an independant roller. I don't know of any really good ones. I use Invisible Castle for D&D rolling, but I'm not aware of a similar one for SR-related-endeavors.

Running a PBP game takes... patience. You don't even need a complete story, just a concept and a few details to get started. You might have a complete idea, but it's going to take a few months, if not a year or so to get through it. Shorter is better.

We have an area in these forums for PBP games. It's down at the bottom, under "Welcome to the Shadows" Just start a thread under any name, and designate it as 'your thread.' It also helps to cut down on in-thread chatter to have a second thread designated for OOC (out-of-character) stuff.

The player cap isn't going to be a problem. A bunch of people on these threads are interested in games, but not everyone is able to make the time to visit the site every day and keep up on the thread. Having a small game for one, two, or three players would probably work best. Also, people usually drop out early on in the game, so seperating players at the beginning works the best. At least, that's been my experience.

where would character sheets go?

and do I have to clear a PBP game with a moderator?  Or do I just kinda start it?

Technically, I'm a moderator, but no, you don't have to have any sort of 'clearance' to start a new game.

Different GMs have done things different ways, from posting the character sheets in the OOC thread to just PMing them to a GM, and letting him deal with them. I prefer the former, but I've done the latter more often.

phew... sorry, I really haven't checked up on this forum in forever.  I'm willing to give a PBP game a go... I think I'll just start a thread up, see who's interested.

Well, I think this game has pretty much died before it started, I'm heading back to school soon, so I won't be able to run much of anything.  I'm brewing up some ideas though, I'll start up a new thread with that, looking for some brainstorming help with my tabletop group (gonna run something next summer)

If I pick up the lab-proctor job that I'd like, I could probably play.  I'm just not up to organizing a whole run while trying to teach myself calculus (I have professor douchebag teaching calc 2)

Well, I can understand that. I'm starting school too, which means that I'll actually have MORE time to play around with stuff like this while I'm waiting for classes and the like.

That being said, is anyone interested in participating in this 4th edition game?
