Is the essence loss from the Genetic Heritage figured into the essence already (*as well as the magic rating)?

I was under the impresion that genetic heratage made it completely free, ie cost and essance. Because essance loss comes from unatural changes to the body, but becauses its an inherated trait it's natural and thus has no essence cost. It doesn't specificaly say but logic would imply.
Otherwise as soon as she would have been born she would have lost all her pixie powers
