What are the requirements for icons? What file size? What are the dimensons?

make sure it's small (compare to other icons) both in area and in datasize (which should probably be in the 1-2 KB area).
Try to get a transperant background, and try to use fairly few colors.

That part I understood. This has to be able to load quickly and on just about any machine. What are the diameters of the image, though?

Well, if you look, some of the animated ones take quite a bit of are. 20x20 sounds fine to me, but I've seen 'em in 100x50, and people'd still call them smilies.

ROOTless, I think I'm going to remake yours as a shadow with two glowing green eyes- a translucent shadow, rather than a full black backdrop.
