Yeah, that's true, but only later in the game. Monopoly is a strategy game, as much as Risk or anything else, but whereas Risk only incorporates strategy and chance, Monopoly covers recources, territory, and revenues.
What I've always tried to do is to get to the other side of the board, buying up properties before the other players get there. Once you have 3 or 4 properties in the same area of the board, you're pretty much garaunteed to have someone land on your property, thereby taking money from them and putting it in your own pocket.
Once the board is divided evenly between the players, get stuck in jail, and you'll be good. Stay there for the full 3 rounds, choosing not to roll, and you've gotten a leg up on the competition.
But whatever. I mean, how often do any of us play board games anymore?
