Suicide Boy wasn't in the game.

I made him myself for a friend on the Duck and Cover forums.  The only "Vault Boy" parts that are animated are the arm, hand, and gun and a couple of frames of the head.  The barrel is a .frm image straight from the game graphics.  The swirling and shaking can be added with animation shop special effects editors.  Same with the noise and sepia tones.
