I lived in Las Vegas 3 years.  I just wanted to come back.

As for the flooding, the river flows north.  It thaws from source to mouth, so there's ice jams that causes the water to back up.  It's also really flat so the water spreads out a lot once it overflows the banks.

Most people live out of the flood plain.  That year was bad because of the record snowfall with the ground already saturated from the previous fall so there was a lot of overland flooding in addition to the yearly river rise.  There was also an ice storm that spring that hindered sandbagging efforts.

Hmmm, lets build a house and spend our savings to make it nice.  Why here's a good spot, THE FLOOD PLAIN. Nothing bad could ever happen here.

Well, there's a few reasons people came here:

1) good farmland
2) the river (Transportation way back)
3) a couple railroad lines intersect
4) (More recently) two interstates.

Now, if you want a bad location, try Devil's Lake, ND.  The level's been rising past several years and parts of the town are now underwater.

why?  My house never flooded.  We just watched the river (lake) in the backyard.

The hill's great for sledding in the winter ;)

Ever thought about buying a missile silo??? The US government has actually been selling off old Cold War era silos in the Midwest. You can buy one and move in. They even have a bunch of military surplus in them, although nothing kethal or secret.
